Cardozo was pronounced dead at the scene by a physician assistant from the medical examiner's office. O'Hare said that it was "definitely trauma" that killed him.

Another car driving south saw Cardozo lying in the other lane and became suspicious, said O'Hare. The driver turned around but by then it was too late and Ramos had already hit Cardoza.

It was unclear who called police but O'Hare said that Ramos was going to call when the police came on the scene.

The vehicle was impounded for a safety check and the investigation is continuing.

Correction: An earlier version of thois story said that Cordoza was walking down the road. That was incorrect. He was lying on the road when he was hit.
